What happened to service and quality?

For Valentine's Day Troy bought me flowers from Proflowers. Normally we get great flowers that last a couple of weeks. The day after Valentine's Day they were drooping so I called and today I received my replacements. To say I was disappointed is an understatement. Two of the flowers were snapped off the stems and they all looked beat up and bruised. I called again. At first the guy was helpful and cheery all set to send me more replacements. Until I said no, can we just get a refund? Once I said that his tone changed and he became rude. Since when does expecting quality on the first purchase such a big deal? I gave them a second chance and the quality was worse. I wasn't going for "the third time's a charm."
